Hi all, we're back from a little break! As a reminder, this is a series in which we look at some of the least successful champions in the game, dig into what they're supposed to be doing, why they can't do it, and propose a change that might fix them. As always, we're staying away from simple numbers fixes and trying to dig deeper into design solutions that aren't just the Rito classic "-1 mana". These changes can absolutely work (see: Kindred currently vs. my proposed Kindred change), but frankly they're just not that interesting to talk about.
Last time we talked about Jinx, so this time we're digging into the other half of Arcane, Vi.

Vi (Piltover and Zaun)

Level 1: 2/4 Tough Challenger. When I'm in play or in hand, grant me +1/+0 when you play another card (max +8/+0). Level up: I've struck for 10+ damage.
Level 2: 10/5 Tough Challenger. When I strike a unit while attacking, deal 5 damage to the enemy Nexus.

The Good
Usually I start out these discussions with what the champion is designed to do, and then get into how they fail to support that design. However, arguably the biggest problem with Vi is...what the hell is she designed to be doing?
She had a number of notable strengths and plays well generally with PnZ as a region. Tough/Challenger makes her an efficient removal engine when attacking, and post-flip she gives you access to a bit of burn damage while she's doing her removal. In particular, her massive attack lets her remove big threats, which PnZ as a region struggles with (instead it excels at removing small threats, such as with Mystic Shot or Static). This profile gives us one answer to what Vi is designed to do, as she is essentially a PnZ control card, meant to remove small threats efficiently or snipe a big threat, all while burning down the opponent on attack.
However, she also supports a card-spam archetype, as you want to be able to play 8 cards with her in hand/on board to max out her attack and let her flip. This is also a great fit for PnZ, since card draw is a notable strength of the region, and the large number of card creation effects in the region also support her card spamming ways. The support cards she was released with seem to push her into a hyper-draw archetype meant to synergize with Twisted Fate, centered around massive draws with the drawback of making your cards fleeting. However, once she levels up, that synergy disappears, and she just becomes (as stated above) essentially a PnZ control win condition.
Lastly, her level 2 form has significant payoff for Overwhelm synergy, as she has massive stats plus the additional burn damage from her effect; normally she's either smacking the Nexus directly or getting that effect damage, but Overwhelm lets you get both, often ending the game on the spot. For this reason, she's seen niche success in Targon, and can work alright in Noxus (in my experience).
So, Vi pre-level is a super-card-draw payoff card, and post-level is a control-y slow burn removal card that can also be a cheesy win condition. These playstyles don't mesh super well, and leads to a lack of true identity for her. A well-designed champion usually wants to do a single thing, and either helps you do that thing or acts as payoff for other sources of doing that thing; i.e. TF wants to draw, helps you draw with blue card and post-level rewards you for drawing by requiring that you draw and play 3 cards per turn to activate all 3 of his effects. Vi's lack of synergy between her pre- and post-flip makes her hard to build a deck around, which is a notable weakness.
The Bad
The other big weakness of Vi's is how easy it is to prevent her from leveling. Frostbites, barriers and even god damn Tough can stop her from dealing the 10 damage she needs to flip, and if she gets Recalled back to hand or deck then she resets back to 2 attack, forcing you to play 8 more cards to try to flip her again. This is all amplified if you don't have her in hand early, as dropping a high attack Vi on 5 is great, but drawing a 2/4 Vi on 5 is almost completely useless. For how tough she can be to level up, her Level 2 isn't that big of an improvement, which again makes it tough to justify building a deck around supporting her level-up.
However, this weakness isn't a bad thing, and is in fact a very PnZ-y design. PnZ lacks protection but has access to a ton of card spam; rather than protecting your units from a Mystic Shot, you instead just play 2 more units to trade up. If Vi could increase her attack a bit easier, then she would play well into PnZ's "if at first you don't succeed, try and try again" playstyle after getting Recalled or drawn late. So...

The Fix
Current:
Level 1: 2/4 Tough Challenger. When I'm in play or in hand, grant me +1/+0 when you play another card (max +8/+0). Level up: I've struck for 10+ damage.
Level 2: 10/5 Tough Challenger. When I strike a unit while attacking, deal 5 damage to the enemy Nexus.
Fixed:
Level 1: 2/3 Tough Challenger. When I'm in play or in hand, grant me +1/+0 when you play or discard another card (max +8/+0). Level up: I've struck for 10+ damage.
Level 2: 10/4 Tough Challenger. Give me +0/+1 this round when you play a Fleeting card or discard a card. When I strike a unit while attacking, deal 5 damage to the enemy Nexus.

This will be controversial, but is centered around the fact that Fleeting cards get discarded at the end of your turn. The apparently intended design of Vi being Fleeting synergy is very, very cool, and pushing that harder gives her a natural partner in TF. TF gains value from drawing cards, and Vi gives you value from those cards even if you don't end up playing them. It also obviously gives her another natural, lore-based partner in Jinx, who also likes to discard cards and spam cards out as fast as possible. After they flip, Jinx/Vi gives you a ton of burn damage and a combination of small pings to take out 1-health units (Super Mega Death Rocket) and big hits to take out the big guys (Vi).
The additional effect at level 2 is perhaps not necessary; if Vi's health wasn't changed and the only buff was that she also powered up at level 1 with discards, I would be very happy. However, giving her further synergy with the mechanics that help her level up (discarding and Fleeting draws) makes decks built around her that much more cohesive, since her current design becomes very much just an independently strong card at level 2. Taking off a point of health (a significant change due to how Tough works) makes her much more fragile at level 1, but given how much faster you'll be able to power her up at level 1 this is likely okay.
Post-flip, she is again by default more fragile, but reaches the same health total as her current version after you play 1 fleeting card or discard a card. Further leaning into her synergy by continuing to discard or play Fleeting cards in a round lets you power up her health, letting her actually survive removing big threats, as opposed to the 1-for-1 trades she usually takes currently. This also acts as pseudo-healing if you're only taking out small things, letting Vi more consistently survive on the board and get off multiple instances of her burn effect.
Again, this is necessarily at the cost of making her weaker by default as a 10/4 instead of a 10/5, but I think the additional synergy points are worth the generic strength. Vi used to be a 10/6, but she was too generically powerful at that statline which led to her being played in things like Corina Control or even Bannerman decks (crazy times), leading to her being nerfed. Without that generic power, Vi has no real place in the meta, since she doesn't have enough points of synergy to make sense in a deck. Changing her design as I've proposed would give her those synergy points, and even at the cost of a bit of generic power I think that would be enough to bring her back. There are a lot of things I love about Vi's design, but she needs to actually be designed for something to make any sense.

And that's the entry on Vi! It's good to be back, and I look forward to the discussion this will no doubt engender--this design is a bit of a hot take, but Vi needs something to give her an actual place in a deck, since making her generically more powerful is a bad move (as we've seen in the past).
